Meet the Board

Board of Education seeking to fill five seats on June 9, 2020.

On June 9, voters in the Guilderland Central School District will elect five board members (three vacancies of three-year terms, and two vacancies of one-year terms) by absentee ballot per the Governor’s Executive Order. The order also waived the minimum signature threshold for the Board of Education candidate petitions. Candidates must meet all of the other requirements to run for the Board.

Term: July 1, 2018 – June 30, 2021

Seema Rivera is serving her first term on the board. Seema began her career as a chemistry teacher in NYS public schools, and is currently a STEM Education Assistant Professor at Clarkson University (Capital Region Campus) College. She has a bachelor’s degree in psychology from SUNY Binghamton, a Master of Science degree in chemistry and adolescent education from the College of Saint Rose, and a doctoral degree in curriculum and instruction from University of Albany. Seema grew up in Guilderland and graduated from GHS in 1997. She and her husband, Tony, have two daughters – Lily and Sage, who both attend Guilderland Elementary School.

Term: July 1, 2019 – June 30, 2022

Barbara Fraterrigo is serving her eighth term on the board. She held the position of board president from 2013-15. Barbara holds two bachelor’s degrees in biology and chemistry, and a minor in secondary education, from Emmanuel College. Barbara and her husband Philip have been Guilderland residents for 43 years, and have five children (Philip, Michael, David, Lynn and Kerr-Ann), all of whom graduated from Guilderland schools. She is a proud grandmother to 14 grandchildren. Prior to becoming a mother, Barbara was a science teacher and coached local sports teams. Since 1988, she has served the community as a trustee of the Guilderland Public Library, over the years serving as both treasurer and president. More recently, she has been involved in managing her husband’s ophthalmology practice.

Term: May 16, 2018  – June 30, 2020

Benjamin Goes is serving his first term on the board.  Ben is a commercial real estate attorney with the firm Sciocchetti & Abbott, PLLC.  A 2014 graduate of Guilderland High School, Ben has been a district resident for over 20 years, graduating with a B.S. in Economics from SUNY Albany in 2016 and a J.D. from Albany Law School in 2018.  During the 2017-18 school year, Ben volunteered as a research coordinator for the GHS E=mc^2 program, spending almost 20 hours each week working for and with students.

Rebecca Butterfield
Term: Oct. 15, 2019 – May 19, 2020

Rebecca Butterfield is serving her first term on the board, replacing a Board member who resigned in August 2019. She is an pediatrician with Albany Medical Center’s department of pediatrics, where she advocates for the health needs of children, specializing in caring for children who have been abused.  Rebecca has a bachelor’s degree in U.S. History and Biology from Union College, a doctorate degree from Albany Medical College, and earned her post-doctorate (serving her pediatric internship and residency) at Golisano Children’s Hospital with the University of Rochester.  Rebecca and her husband have resided in the district for 13 years, and have one child, a middle schooler at Farnsworth Middle School.

Kelly Person headshotKelly Person
Term: July 1, 2019 – June 30, 2022 

Kelly is serving her first term on the board. Kelly is  an Inspector General, Director of Complaint Resolution at the New York Air National Guard’s 109th Airlift Wing in Schenectady. She is also employed by the Division of Military and Naval Affairs as the Administration Officer for NYS Active Duty Forces. She earned a bachelor’s degree in sociology and a master’s degree in military operational art and science. She and her wife, Melinda have been Guilderland residents for nearly seven years, and have three children – Andrew and Thomas, kindergartners at Guilderland Elementary School, and three-year-old Jude. Kelly is also a member of the 2018-19 Leadership Tech Valley Class.

Term: July 1, 2017 – June 30, 2020

Judy Slack is serving her fourth term on the board. She is a former English teacher, beginning her career teaching at Troy and Berne-Knox-Westerlo schools for five-and-a-half years, and was a stay at home mother for 10 years. She served Lynnwood Elementary as a teaching assistant for 24 years. Judy is a graduate of Russell Sage College, with a permanent certification in English 7-12. She has been a resident of Guilderland for 46 years, and has three children, all Guilderland graduates.

Term: July 1, 2019 – June 30, 2022

Gloria Towle-Hilt is serving her fourth term on the board. She is a past board vice president, serving from 2011-13. Gloria holds both a bachelor’s and master’s degree in social studies education. A former Farnsworth Middle School social studies teacher from 1971-2007, she taught abroad for two years, in Zambia, Central Africa, from 1976-78. Gloria has been a resident of Guilderland since 1984. She and her late husband, Robert Hilt raised two children both graduates of GCSD.

The Board of Education may, as needed, establish committees whose membership will consist of members of the Board. (BOE Policy 2250). The president of the Board shall serve as an ex-officio member of all committees to which he/she is not appointed. Board committees shall undertake studies and make reports as charged by the Board, but shall not act on behalf of the Board. Also, any existing standing Board committee (i.e., audit, business practices, communications, and policy) must comply with the Open Meetings law which includes providing public notice of such meetings, holding meetings in public, and utilizing executive session if applicable.
